Household (CCPA Definition)
Definition
Under CCPA, a group of people who reside together at the same address and share computing devices or the same online accounts. The household definition extends CCPA rights beyond individual consumers to groups sharing technology and accounts. This recognition acknowledges that family members often share devices, streaming accounts, smart home systems, and other services where individual attribution is difficult. Businesses must be able to comply with requests from consumers acting on behalf of their household—for example, a parent requesting deletion of household data or opting out of sale for the household. The household concept creates compliance complexity because identifying household relationships, verifying authority to act for the household, and determining household boundaries can be challenging. Organizations should implement processes for household-level requests, verify relationships appropriately, apply household rights consistently, and document procedures. The household concept reflects modern technology use patterns where individual-centric frameworks don't fully capture reality.
