EU Representative

Definition

A person or entity designated by organizations not established in the EU but subject to GDPR to act as their representative within the European Union. GDPR Article 27 requires non-EU controllers and processors to designate EU representatives when they offer goods or services to EU residents or monitor EU residents' behavior. The representative serves as point of contact for supervisory authorities and data subjects regarding processing activities. Representatives must be established in an EU member state where affected data subjects are located. The representative doesn't assume liability for the organization but facilitates accountability and communication. Organizations exempt from the representative requirement include those with only occasional processing unlikely to risk rights and freedoms, public authorities, and processors acting on behalf of such controllers. Appointing an appropriate representative demonstrates commitment to GDPR compliance and facilitates regulatory cooperation.
